Forgive nodes we demoted after some time

Fields

report_duration: Duration

A report will be lifted after ‘report_duration’

report_whitelist: HashSet<Address>

report_grace: LruCache<NodeId, ()>

To avoid cycling down nodes back and and forth(and as such prevent them from being evicted from the lru cache), do not report again nodes that were recently lifted from a report.

A peer is inserted in the grace list after the report is lifted and is removed from that list after we receive a new gossip about it.

report_records: LruCache<NodeId, ReportRecord>
